I had to get the answer from MadCap support, so felt I should share the solution.
The problem was not actually in the TableStyles CSS, but the main Stylesheet CSS. We found the following lines where "padding-left:" had somehow been set to 6.

I've a head banger here!
First, Word output for the same ToC is fine. The following only affects PDF.

Not sure how to add a screen shot from my here.
I'm using a Table Stylesheet. All is well except for the fact that the left hand border appears to be slightly left of the actual left hand side of the table.

Just an update here - seems we may have found a bug.
We simply wanted a hard copy report of what Topics contained Meta Tags for proofing.
The resultant output should be:

In a way, it's a relief to know I'm not alone. A couple of questions, if I may.
1) Are you using git? FYI, while we are based in Northampton, UK, the main system is in Mass, USA.
2) You say "catch up". Are you seeing your mouse I bar jumping around for a few seconds before you can continue?

I did find some oddities, but having been pointed me in the right direction, it was fairly intuitive after that.
I would suggest that such a valuable feature deserves a write up for Flare's web based help to include your instructions.

Well - here is the [disappointing] answer from MadCap.
"There is not currently a way to change the default text for a toggler. I have submitted a feature request on your behalf to our Product Managers who work with our Research and Development team regarding future versions of our products."

I simply go to Flare's Insert Menu, select Hyperlink, and follow through from there. The following is an example of the resultant source code:
