Feeling slightly silly now, but this is definitely not a bug. Just me being unfamiliar with the option "automatically synchronize TOC". As soon as this is activated in the skin editor TOC behavior is as it should be

Ah, thanks LTinker68, I just sent the bug report.
And because I needed to reproduce it to fill out the bug submission form I can now say that the behaviour is even stranger than I thought:
If you click on the TOC item's
1. icon OR
2. the white space behind its link text
all works like a charm ...

I am evaluating a Flare 8.1.2 trial version right now and have observed the same behavior:
