I have to respectfully disagree with what support told you. It's true that the text-indent property applies only to the first line of text, but you can achieve what you're looking for by setting your arrow as a background image and then adding padding-left. I'm not sure if I'm following your question exactly, but what it seems like you're trying to do is apply a different Page Layout to certain topics in your TOC. You can choose which page layout any given TOC entry uses in the Properties dialog for that TOC entry.

I've not seen that problem in Flare 12, but I've not worked in a TFS-bound project. I've worked in SVN, Perforce, and GIT bound projects in Flare 12.

For online outputs, Flare includes all the files that TOC files link to, even if those files aren't included in the TOC. If I'm understanding your question right, you're looking for a way to change the vertical position of the "hamburger" icon that pulls out the menu, right? I don't think there is a way to adjust the position of this icon in the skin editor, but you can do it directly in your stylesheet.

Open your page layout, and in the local toolbar, click the Page Properties icon (looks like a page with a tiny gear on it). On the General tab of the Page Properties, you can select the Page size.

OK, we might not be able to fully diagnose this problem without looking at your code. I did notice one thing in your screenshot though. I see that steps 3 and 4 are actually in separate ol tags. So your structure probably looks like this:

Make sure the condition is on the paragraph tag, not the image.

The issue here is the soft return. When you do the soft return, it adds a line break in your HTML code (<br />). Because your condition tag is on the image itself, it's not excluding the line break from any of your outputs, and it's the line break that's causing the double spacing you're seeing.
