The advantage of having a CSS or page layout in only one place is appealing, but you can accomplish the same by copying the files from one project to the others assuming the file names are the same. From the site you linked to, the commercial license is only needed when you want to redistribute Ghostscript itself under terms not covered by the GNU license. That does not apply to documents created with Ghostscript.

I'm not sure if Lingo can do this, but why do you want the original and translation in the same project? You'd need to apply conditions to generate the English or the German output...or is it that you indeed want both languages be present in the output? If that's it, not sure what Lingo would bring ...

Open Visual Studio and select File > Source Control > Advanced > Workspaces... In the Manage Workspaces dialog select the one that you are using and click Edit. In the Edit Workspace dialog click Advanced >>. From the Location drop-down select "Server". Click OK, click Close.

Eventually, the DOS era limitation is supposed to get removed in a Win 10 update. It was included in an Insider build in May. Hey, there is one positive thing to say about Win 10!

I use 2016r2 on Win 7 without issues so far. As far as Win 10 goes, across the board only trouble, but that is with Win 10 itself, not Flare.

As far as I know, yes, but you cannot use the Flare installs at the same time. Best is to contact MadCap and confirm.

#3 will work as well. I also strongly suggest that your predecessor looks into a reliable backup solution that is on a corporate server. Keeping the only known good copy on a laptop is quite risky. Do you use source control? If yes, then there should be no worries, the new tech writer can retrieve the files from source control as long as you check them all in and leave none locked.
You also should have at least have a company owned backup location. Make use of that to push the latest files to ...

You may want to look at XML tools that can sort entries. Flare does not mind if files are edited externally as long as the file itself remains formally correct. Before experimenting make a backup.

You are only serving up a simple website, so IIS with standard configuration will be fine. Dropping the files in inetpub\wwwroot ought to do it. For Apache I use XAMPP from ApacheFriends.
