The component skin editor doesn't offer a way to add underlining to selected menu items, so you have to add a customization to the project's main stylesheet. The easiest way is to add a bit of code by hand.

I've assumed that you've used {chapnum} in your auto-number for your figure titles.
In your TOC, for the first chapter in your book, set its TOC properties to have the chapter number set to "1". Then, for each subsequent chapter, its TOC properties should the chapter number set to "increment".
