The component skin editor doesn't offer a way to add underlining to selected menu items, so you have to add a customization to the project's main stylesheet. The easiest way is to add a bit of code by hand.

Right-click the MainStyles.css and select Open with > Internal ...

I've assumed that you've used {chapnum} in your auto-number for your figure titles.

In your TOC, for the first chapter in your book, set its TOC properties to have the chapter number set to "1". Then, for each subsequent chapter, its TOC properties should the chapter number set to "increment".

I think "selector" is the official name per CSS, put authors also refer to them as styles. You can most definitely create your own selectors/styles.

Unfortunately, the answer is no. The whole point of a cross-reference is to have Flare automatically grab the first heading in the topic that the xref points to and use that as the link text.
