What is the DPI of the image? Check to see in Adobe Illustrator if it is 96 or 300. If it's 300, try changing it to 96 and save again as PNG. Does that give you better results in the PDF?

I would check to see if p.TOC1, etc., have a page break property as part of their definitions. That might be coming into play, and Flare “tries its best” to honor that, which sometimes yields wonky results such as yours.

Check your stylesheet. I suspect that your stylesheet defines only span.SearchHighlight1. Make sure that you have styles for span.SearchHighlight2 through span.SearchHighlight 10 as well (assuming you want to go that far). IMHO, you should still use stylesheets. I think setting up variables is too complex for this situation. And, as you say, variables aren't going to increment. MadCap designed its auto-numbers to serve that purpose.

How about having the s/w devs write the tables in Markdown and then import the Markdown files into Flare? I've never done this myself, but Flare 2022 r2 (maybe earlier?) supports this workflow.

Try using {n+} instead of {chapnum}. I’ve never tried that, though, so can’t predict the results, and I’d be on the lookout for unintended consequences. But it might work out just fine.
