I would check to see if p.TOC1, etc., have a page break property as part of their definitions. That might be coming into play, and Flare “tries its best” to honor that, which sometimes yields wonky results such as yours.

IMHO, you should still use stylesheets. I think setting up variables is too complex for this situation. And, as you say, variables aren't going to increment. MadCap designed its auto-numbers to serve that purpose.
