In the Tripane skin you could specify what you wanted to appear in the browser tab for the compiled HTML5 output. But I can't find an equivalent setting in the Side Nav skin. It seems to be defaulting to whatever ...

I heard back from support overnight that 2019 wasn't supported (as you said). So I downloaded FM2017 and was still unable to import UNTIL I opened both apps in Administrator mode (right-click each App icon and choose Run as Administrator). Then it worked perfectly.

An update on this. If I publish to a web server and use the URL for the 'default page' of the tripane output (which is also contained on the same web server, though maybe this doesn't need to be the case), it works.
Still no joy on a local file server though.

Related to this I am seeing some strange behaviour re the TOC entries. I can see the TOC entries just fine but others in my team only see [%=System.LinkedTitle%].
Is there something extra we need to do so that everyone in the team sees the topic titles in the TOC?

We have created a hierarchy of folders for our topics, so the Quick Launch method certainly seems quicker, but its good to know about both.
