I'm having the same issue, with the only difference being that the 'other user' in my case is an on prem azure pipeline agent. I've seen the error with various standard cmd.exe commands: if, cd, echo.
Did you ever get to the bottom of this? Was it permissions related?

Re: Snippet Variables fail in Micro-content
Hi Jeff,
I've just tried to replicate this in a sample project for a bug report and found that neither Phrase nor Response resolve the variable correctly to the topic - only to the value set in the target. I'm not sure what I did in my project to get the response variable to resolve correctly but ...

Re: Madcap elements in html tag
Same issue - this data should not be stored in topic files - it will only result in spurious changes being committed to source control. Committers having to remember to strip them out pre-commit is not an acceptable workaround.

Chm Search mangles Syntaxhighlighter's Highlighting
Hi!
I've introduced Syntaxhighlighter for code samples, and I've found an annoying issue.
When I navigate to a page with highlighted code via a keyword search, the CHM program highlights my keyword in the page - including where it occurs in my code. The problem is that the styles wrapped around ...
