I set the "page-break-before: always;" for an H1 style, but get not only a page break, but a blank page before every H1.
Why is that?
Honestly it could be many things. I'd suggest looking at any setting you might have at target level to inject empty pages (Advanced tab) and any settings at TOC ...

Seems like an obvious question, but how wide is the header frame? If it's clearly wide enough for the variable, then is there any other content in the frame, or is the variable in another container such as a div with a fixed width?

You can explicitly set the skin you want a topic to open in from the TOC. Right click on the entry > Properties > Advanced > Open in Skin

Are your SMEs making any changes? I notice that Flare will insert span tags when it finds a need to for example when applying formatting or conditional text to text strings inside an element.

I have played around with it and it's alright . It seems to do odd things with the Print CSS compared to PDF outputs but I haven't had much time to dig deeper. I did notice that inline images i.e. icons in text are not positioned well in the final output. I would have much preferred a release ...

Long answer short, any hyperlink management between GPL projects requires some manual intervention and a good understanding of how the output is generated, so apply caution when deciding to pursue this route.

If you can include screenshots perhaps of your page layout and then output generated it might be more useful, but generally for issues like this it is better to ask MadCap official support and send your project files to them.

There are quite a few JavaScript libraries available that provide search on the client/in memory, but I'd suspect they all require at least an intermediate understanding of JS to be able to include them in your project.
