As it turns out, if you edit a stylesheet in Flare, it adds an unneeded comment at the top of the file, breaking the CSS because @import lines must be at the top of CSS files (bug filed with MadCap).
Are you sure about that? The import lines do need to come before styles, but I don't think they ...

I think that Flare doesn't recognize <figure>.
But you could have snippet that is a div within which are a paragraph block containing the image followed by a paragraph block that offers the figure title with an autonumber, conditioned for print only. So, like this:

VMware seems to have its own little quirks--although so far not affecting being able to use Flare. Oh for a Mac or SaaS version of Flare........

Thanks for the VM tip. Shouldn't be an issue to give VMware a try. We just happened to have Parallels licenses here, so that was the default go-to.

I can't address the hamburger menu issue (other than it's a terrible user interface for navigation on non-small screens), but I wonder if the sizing difference has to do with different pixel density across devices. Specifically, what unit are you using to size your graphics in the CSS?
