For what its worth, I installed Firefox 3 RC1 today, and I'm able to pull up webhelp off of my C drive and display it properly in Firefox without changing any configuration settings.

It does seem like a lot, but if you haven't done any custom table styles, and if you try to keep you style sheets the same across projects (like I do) then you don't have to necessarily do the style sheet step.

You can usually tell in the XML editor if you have set the conditions properly if you can see the colors for both conditions in the checkerboard pattern. If you only see one color, but you have multiple conditions applied to the text, then the conditions weren't properly applied, as Lisa pointed out ...

Are you authoring in Word or in Flare? If you're doing a one-time import and then you're authoring in Flare, I'd do a find-replace. Look at the code to see what code is importing, and then use Find/Replace to locate all of them in Flare and replace them.

If conditions aren't working, the first thing I'd check is in the target editor to ensure conditionalized content is excluded. You have to tag the content with conditions, and then you have to exclude certain conditions from a target.

If it works with RH code, then you can probably hack the Flare XML to get it to work the same way. There were a couple of suggestions to look at the code itself to see what code actually works. Do that, then emulate it.

I'm pretty sure that the dialog when you first launch Flare is to make you select the interface language, not the default language for topics.
