Have you got any ALink keywords in your master .chm file? (I'm assuming that Concept links use ALink keywords and commands under the hood.) You need at least one keyword in the master in order for the links in the slaves to work when they're merged into it.

I believe you may need to install the Patch for HTML Help Issues in Flare 3.1. This corrects some problems when linking to image files and style sheets when the name of the .chm file is changed.

Sorry, it's not possible to do this in compiled HTML Help (.chm). Microsoft didn't anticipate this requirement in its design of HTML Help and so made no provision for customizing the TOC in the way that you want.

Do you get any error messages when you compile?
You'll receive the "HH_HELP_CONTEXT called without a [MAP] section" message when opening the .chm file if every topic ID is aliased to a topic file to which you've appended a bookmark, like this:

As well as the map (.h) file, do you have an alias file that links the topic IDs to the target topic files? The context integers that an application passes to the help file must be mapped to topic IDs, which in turn must be aliased to the topic files.
