The handling of the conditional text/topics/folders when you delete a condition could be more comfortable - e.g. just like it is in FrameMaker (FM). If I delete a condition, FM asks me what to do with the conditional text: I could delete the text or leave it and just get rid of the condition ...

I could speculate as to what that means, but I have no idea how to go about troubleshooting it (aside from the generic method of removing topics one by one until it works, which would tell you which topic(s) has the problem).

I'd contact MadCap support if you have a contract, or report it as a bug ...

Conditions are probably the best way to go, provided you have to maintain both. Have you considered a Find / Replace in code? That would enable you to find and replace styles in the code all at once (assuming you are doing something like replacing all of Style A with Style B).

Odd; I just tried the same thing, and I was not able to duplicate the issue. I created h1.not_in_toc and I could build just fine. I think you should report it, because there may be something else going on, but I'm not sure what.

The solution is simple, but somewhat work-intensive. Basically, you create both keywords in your topic, and then condition each. Then exclude the keywords that don't apply in each of your targets.

Unfortunately, there's no way to use variables in index keywords, so you're stuck with conditions.

You could also try to access any other file on that webserver (if you have to, upload a "dummy" html file). If you get the same problem, the issue is not your WebHelp, but rather your connection to your server.

Interestingly I have narrowed this down to being unable to save a review package if it includes one particular topic .... but have yet to figure out what is broken about this topic - by all measures it just an "average" topic!?

The only problem with renaming variables is that Flare does not go through and change all the variables you may have already used in your project. What happens when you click Continue?

(URI is a path to a resource, like a web address or path to a file. The error seems to indicate that .NET's error handling picked up a problem with a URI in the package somewhere.

Can you reproduce this problem on another system?

Have you tried to disable your virus scanner?

Also, if you have support with MadCap, I'd contact them about this.

(I've converted old RoboHelp X5 projects to Flare, and haven't had this problem. Can't speak of any other RH versions.)
