According to Wikipedia, FrameMaker 2015 came out in June 2015, which was several months after Flare v11 came out, so not surprising v11 doesn't support it.

Do you have one TOC or multiple TOCs? If you have multiple TOCs, make sure the output you're generating is pointing to the TOC you're modifying.

Try adding white-space: nowrap; to the style definition and see if that works. It will probably result in all of the xref moving to the next line, which could leave a lot of white space at the end of the first line, but at least your xref will appear together.

I don't think naming a cell in Excel is the same as creating a bookmark in the cell or bookmarking the text in the cell. That's probably why you can't hyperlink to it. (If you save the Excel file with the named cell as a PDF, you'll see that there's nothing "clickable" in that cell.)

Is the data in the Excel file accessible to others and will continue to be updated and that's why you want to keep the Excel file? I'm just wondering why you don't copy-and-paste the content into topics in Flare and make it available that way. Is there a need to keep the data in the Excel file?

I think adding a third frame to the page layout is your best bet. The downside is that I think you might have to put defined page breaks to prevent unwanted text from appearing those times you don't want content there. Or use header styles that always start on the next page. Or have two page layouts ...

Not a quick workaround to implement, but wouldn't using the new top navigation option in Flare v11 work? There isn't actually any TOC synchronization because you're not using the tripane help layout. It should save you some real estate so you can show more of the help, although that kind of depends ...
