Is it odd to have more than one stylesheet?
Not odd, per se, but generally not necessary. Some people have multiple stylesheets when they have multiple customers and it's easier, organizationally, to keep different stylesheets for each customer.

I just tested it without using a master page and it worked. What do you mean that you opened the stylesheet associated with the popup topic? Do you have a different stylesheet just for that topic?

Which data are you worried about losing? Most project-related data is stored in the project folder, and uninstalling/reinstalling Flare doesn't affect that project folder. At a guess, I'd say it's instructing the cell to treat the content of the cell as if it were in a paragraph tag (<td><p>content</p></td>) instead of the default behavior (<td>content</td>).
