It looks like you should be able to sort on the condition color chip column in View > File List, but it doesn't work (bug). If you create a new condition tag, something with a really obnoxious color, then it might help to see it in the File List view, even if you can't sort by the color chip.

Didn't test this, but see if this Javascript gives you want you want: http://javascript.internet.com/page-details/date-updated.html . You might even be able to put it in a snippet and put the snippet in every page, but you'd have to check to see if it dynamically gives you the date the parent topic ...

I did FTP the Build files to the server, but whenI open the FTP'd files, I see only the topic, not left accordion tabs, etc.

Back before they added some of the Styles options to the Skin, there was a workaround for replacing the logo graphic and navigation images with your own. Maybe something comparable could be done with the DotNet Help splash screen. I haven't tried this, but maybe replacing the About.bmp file stored ...

There is no such option in Flare yet, but there have been feature requests submitted for the same reason you specified (picky web servers).
