Usually, a class contains styles, not the other way around. When you apply a class to a div or an element you are applying the styles defined within that class.

You can apply an exclude tag to a folder to exclude everything it contains. At least you could, but I don't have access to Flare at the moment to test it. We used to do it to exclude print only topics from online help. (Don't ask, working for local government...)

You could also look at using conditions to specify a different style sheet depending on the language used by your target's audience.

I'm not sure if this would work, but if the Japenese users are using a font that your English speaking users aren't (ie, it's not on their machines) could you use a font family, listing the Japenese font before the English?

Damn. Hoping for a quick fix.
Have you tried setting word-break to normal? W3 schools seem to link keep-all with Chinese/ Japenese/ Korean, so it might be having a funky effect.
I'd also try removing the <col /> tags.
