Open with... is a Windows functionality.

From memory this is an issue with the way browsers display lists and cannot be overcome.
I recall the solution is to use autonumbering to create the list. This also overcomes some of the other difficulties with HTML lists.

You could import them into a third-party app and convert them to a recognised format. You'll probably need to change the aspect ration anyway.

Conditions are applied via a checkbox or similar, you do not have to create them as a class and apply the class as inline styling.
