Use the Deferred Procedure Call Latency (DPC) checker from http://www.thesycon.de/eng/free_download.shtml and the sysinternals procexp utilities to verify that there are no driver-related problems on the slow system.

Just to clarify, you are talking about buttons that go to the Previous and Next TOC items, not the Forward / Back browse history buttons, right? (These are two separate functions that people sometimes describe as if they are the same thing).

It has reached an even more remarkable stage, but I have found a workaround now:
I make a snippet out of such a shortcut, because we will need those shortcut links in a number of places. But if I insert that snippet I cannot see anything ... really nothing to see!

Funny that - I WANT my forward/back buttons to be inactive at launch but I don't get it ...

honestly, if I'd have to check each time I could do it in VSS immediately ...
And it is a "sometimes-I-do-the-job-function" of VSS or of Flare? Is it worth a bug report or do we have to live with it until at least the next version of VSS is installed?

Code to standard and cite the W3C documentation when complaints arise. That is the way web design has to be done. Anything else is just bringing excuses for doing a crappy job.

If you want to learn more about HTML, there are plenty of books out there. Plus http://www.w3schools.com/default.asp is a good learning site. I'll often go to W3's website, too, for reference ( http://www.w3.org/ ).

we are frequently angered by the following fact:
If one user deletes files, other users find them in their list with the status "pending add" - and that a lot more often than with the status "deleted" which is the correct status. That occurs with Flare 3.1, 4 and 4.1 ...
Is that a fault ...

Are you building web help or HTML help?
For a HTML Help there might be a solution:
Don't use the "glossary" but create a topic for each glossary term and build a separate glossary help. Build it with a skin without navigation pane. And start the glossary help via shortcut link:

It honestly sounds like there is something on the other computer thats bogging it down.
nope - we can reproduce it on all of our 6 PCs. The other PC was in MadCap support.

There is (was?) nothing wrong with RH, not with "Classic" and not with "HTML". Not for nothing RH was the leader of the pack for years.
If you had used "RH HTML" Flare wouldn't be new to you - they are pretty similar. But I agree that working in Word and working with HTML or even XML and style ...
