Can you use an alternative method to link between the topics, such as a Related Topics link or Concept (ALink) link?
These methods let you nominate a window in which to display the target topic, which I don't believe is possible with Shortcut controls.
It's also not possible with the Related ...

True, but in the source of the built help topic you can see sth like this at the beginning of your dropdown:

try:
background-image: none
instead of
background-image: (default)
chosing "default" results in (not set) and a dropdown IS a div, so that background-image comes in through the inbuilt "inherit" function of style sheets ...
better be definite about it than leaving it to the application ...

what I would like to do:
I would like to open topics of a given type, let's sy "X" in a second help window (let's call it "windowX").
If I click on another link to another topic of the sort "X" I don't want to open another window but would want to see it displayed in "windowX".

1. What media have you applied the change to?
media_for_stylesheet.gif
Maybe you should try assigning it to other media, maybe even all of them?

2. Have you ever looked at the source of the topic in the XML editor AND in the processed help file?

1. I entered text in the XML editor and selected it.
2. I inserted a shortcut control (insert | help control | shortcut control) and edited the link.

You can use a Shortcut control to open a second HTML Help file. When adding the control to a topic, you specify hh.exe as the name of the program that you want to call, and you specify the file names of the target .chm file and target topic file as additional parameters that you want to send to hh ...

That's all very good advice. And maybe it helps sometimes or even most of the time.
But: What do you do, if it doesn't help?
The situation is project A being compiled:
- on computer X with Flare 3.1 - 18 minutes
- on computer X with Flare 4 - 14 minutes
- on computer Y with Flare 3.1 - 7 to 8 ...

I'm having the same problem right now. We contribute a single help file to a system of help files. Since the other helps have a different look we want to avoid to link to one of their topics and open it in our help window - that could leave the user puzzled. We would prefer to open those ...

Our problem is slightly different - we don't have performance problems working with Flare 4, but with compiling an HTML Help.
FYI: The bug number is 23969.

Update:
- switched off collecting phrases
- compiled in debug mode with SQL server and SQL express switched off
- compiled files (_Temp.hhp) with the HTML Help Workshop

Nothing helped.
Got a bug report number - in case you want to refer to the same bug, the number is 23969.

You should be able to create different skins and set up each skin to use different WebHelp toolbar icons. You'd probably then want to create multiple HTML Help targets, each one pointing to a different skin file. I've done this in WebHelp but I've never actually done it for HTML Help, but it should ...

I had the same problem.
It's because the overflow setting is automatically (or even manually) assigned to the body tag. And Flare 4 seems to create a surrounding in which that is taken literally: Your body is the object with the scrollbars, not the html tag (=window).
