I'm having the same problem and am desperately looking for a solution. The same URL works on the help I compiled pre-4.0 but not now, even though the paths and folder structure have not changed, just the content.

I may be having the same issue. Are you making a direct URL call, such as
.../Output/cisco_candidate/Default_CSH.htm#Portfolios/What%20are%20portfolios.htm
Then, the resulting redirect shows the wrapper but not the topic, and the URL is:

Something else that's relevant (to any newer users reading this thread) is that Include overrides Exclude when it comes to conditions. Let's say you have a topic marked Screen Only and Admin Guide. Then, you mark the Target Conditions to include Screen only and User Guide and to exclude Print Only ...

Yeah, for my purposes, build and publish are essentially the same thing. I have to manually commit my files to my dev platform after I update them. So, if anyone knows of a command line that'll publish a target, I can make a batch file to do the same thing with publish as I'm doing now with build.

I also found that you can go into the topic, remove the existing conditions from the HTML tag, save the topic, then reapply the conditions to the topic in the Content Explorer. That removes the empty condition as well and can be done within Flare.
