My mistake.

I'm having the same problem and am desperately looking for a solution. The same URL works on the help I compiled pre-4.0 but not now, even though the paths and folder structure have not changed, just the content.

I may be having the same issue. Are you making a direct URL call, such as
.../Output/cisco_candidate/Default_CSH.htm#Portfolios/What%20are%20portfolios.htm

Then, the resulting redirect shows the wrapper but not the topic, and the URL is:
.../Output/cisco_candidate/Default_Left.htm# StartTopic ...

I have several short topics that I'd like to include as topic popups. Unfortunately, they're also useful as separate topics should users want to navigate to them or search for them. As such, I have Related Links in them so if users find them, they can continue on to more information.

Nevermind. I'm dumb.

I was trying to reuse content, so I was including non-conditional topics from other folders as subtopics under the conditional topics. Flare was having none of that.

I'm getting "Failed to resolve link" errors when I build one of my WebHelp targets. The thing is, they are for topics that shouldn't even be included due to conditional tags. I've tried removing and replacing the links within the topics, removing the conditions, and deleting and reinserting the ...

I also found that you can go into the topic, remove the existing conditions from the HTML tag, save the topic, then reapply the conditions to the topic in the Content Explorer. That removes the empty condition as well and can be done within Flare.
