You would do that with a button that has an onclick event, same as for the tabs themselves. You're working with javascript to change what's displayed, rather than html to jump to another page or target within a page.
'though, I suppose you could use html to reload the page and have an onload event ...

I believe that for PDF outputs, you need to define the columns in a frame of your page layout.
At least, that's what it says in the help file: Features > Elements and Objects > Page Layouts > Columns

If you're trying to link to a topic in another project, it's kinda hard for Flare to know in advance the eventual chapter number that will be assigned to that topic when the other project is built.

That partly depends on what kind of help you're creating. Is it DotNet, HTML, HTML5, CHM?

You should be able to edit your TOCFileName.fltoc. (Make a backup first!)
Just add BreakType="chapter" to every TocEntry that doesn't already have one. If you have a text editor that supports macros, it should go pretty quickly. Otherwise, it's just a few minutes of copy/paste.

Kinda depends on which property you're using with your ul definition: list-style-type, list-style-image or just background with an image.
From what I read, browser support varies for the first two. What if you just ditch the style modification altogether and go with the default ul appearance?

It's all in the properties of your menu entry. The old default was to copy the heading and use it for the heading and you'd have to edit that if you changed the heading later. The help link refers to exporting the content of a frame to a snippet. Totally different concept.
