I experienced the same thing while testing what happens to table breaks for a multi-page table. I have an h1 for the Chapter, an h2 for the table title followed by the table. Initially, once the table became longer than the page, the h2 and the table broke to the next page.

I think I resolved my problem. In the table style, I had the Table Margins set as Top = 3px and Bottom = 8px. When I changed these to be equal values, say Top = 3px, and Bottom = 3 px, the double line disappeared. This appears to be a bug.
