From what I can see, you can copy a TOC but not move it, and you can't copy or move a target (and several other Project files). In a target, you can only select TOCs from the Project folder. So I think being able to copy the TOC into the Content folder is a bug. My advice would be not to mess around...

Glad you found the problem.
I'd suggest reporting that as a bug, because although you can't insert a picture tag, it's a problem if Flare can't recognise all valid HTML when it comes to analysing links.

No you can't change it.
It's just a standard icon in the editor to show it's a drop down, like the Toggler or Expanding Text icons.
It isn't showing the actual icon used - the editor icon points down, the output icon points right.

I've tried your example and it works fine for me in my HTML5 output. But it doesn't work in the preview and displays a missing image. In the XML editor, I see <source></source/><source></source> and a working image (for the img tag). So it looks like Flare's XML Editor will display the srcset images...

You can insert a TOC inside another.
Put the topics in two separate TOCs - User (only), Admin (only).
Create a new TOC for target A, then insert both the User and Admin TOCs inside target A's TOC.
Then Target B just uses the Admin TOC, and target C uses the User TOC.

You can still just manually insert the video in the same way as you would on any web page.
