auto end left page not working before a non-chapter break

auto end left page not working before a non-chapter break

We have dividers in between our chapters for a PDF output. When I added these in the TOC before each chapter, the "auto end left page" doesn't work anymore for the last page before the divider page. If I make the divider page be a "chapter break," it messes up the numbering for the chapters. What am I doing wrong? I'm sure it's a simple setting, but I'm not getting it!

I think I would set a chapter break on the divider item, but in its TOC properties, on the Auto-number tab (or whatever it’s called; I’m going on memory), set the chapter number to the “same as previous” option (however that’s worded). That way, the next true chapter will be numbered correctly, assuming you’ve got it set to the “increment” option. Just an idea.
