Build target failed

When trying to build a PDF output, I get an error message stating that the build failed because the directory is not empty.
But it isn't empty.
Please advise.

Do you mean it is empty? If it isn't empty then the error thrown is accurate. Try setting proper permissions on that folder, run Flare as Admin, and check for any other processes that may have a paw on that folder, such as antivirus.

Oddly enough, I had that exact same error today.

What worked for me was to go to the Project Ribbon, and select "Clean Project"
