Poor resolution in images in published word document

I am publishing my documents to MS Word (Word Target) but some of my images are publishing with a poor resolution. The results are not consistent, some images are sharp, and others are fuzzy.
For example, in the below document, about half of the images are sharp and the other half fuzzy. Also note that the sharp images have a border which they seem to be picking up from the sytle sheet. They all have the <img> tag in the html with no width or height set.

I couldn't actually see your images in the linked document but this issue comes up over and over again.
The thread below is pretty comprehensive about things that might go wrong:

My top tip is only let a graphics application (Madcap Capture, Visio or whatever you choose) change the dpi of your image to resize it.
Use a lossless format for graphics and screenshots such as .png, never .jpg unless its a photo.
Check that styles applying to graphics and screenshots are not in any way resizing the image in Flare (for photos its fine).

Word/Adobe will later do its own thing with the image, beyond your control.

Unfortunately that didn't solve the issue but the fact that you couldn't see the images gave me a clue, the images in the export were not embedded, they were linked. Previous versions of Fare did not do this by default in the word export. I found a setting to force them to embed:

The Resolution issue still exists though, at a guess, it seems to be holding onto the sizes specified in the linked file.

I can't understand why these properties are only set on some images and not others. I have uploaded the full document again. If you scroll staright to the last page, view the last image, you will see the problem.

The image directly below displays correctly. As mentioned previously, the images displaying correctly have borders (picked up from the css), the images showing with the poor resolution do not have borders.
