Auto end on Left page not working

I have PDF targets that begin with a Title Page, a Copyright page, and then a Table of Contents followed by the "regular" topics. I have set the Auto-end on Left Page to disabled for the Contents. However, it is not working: there is a blank page at the end of the TOC, before the first regular topic page. I have tried making the first real page both Chapter Break and Page Layout Break, but either way I get a blank page. For the first topic after the TOC, I have the page type set to (continue FL/FR), so it should be starting right after the TOC with no blank page. Anyone have any idea why I can't get rid of the blank page between the TOC and the first topic of the guide?
