I've been searching the forum for a solution to repeated chapter numbers, but I don't see it. Is there an answer for this?
What is the best way to set the style for the chapter numbers to print correctly? And are there other factors that are influencing this? I have some chapters correctly incrementing and some not, and cannot see any differences in the way things are set up.

Welcome to the forums!
Chapter breaks and incrementing rules are set in the TOC properties for each of the topics that begins a new chapter. In Properties, on the Printed Output tab, make sure you have set a chapter break (using the desired page in the desired page layout). Then, on the Auto-number tab under Chapter Number, select the Increment number option.
