How to remove unwanted blank pages in a topic?

I have two empty pages at the end of a topic that I can't seem to get rid of.
On each page, there is no text, no returns to delete, but the pages won't go away.
I have "Auto-end on 'left' page disabled, just like it is in all of the other topics in the project (all of which are working fine).
I believe I'm seeing the trouble, but not sure how to fix it:
There is a Page Break icon at the top left of each of the empty pages that indicates "Explicit page break after previous paragraph".

I don't see any page break settings in the previous paragraph (in fact all are set to "default").
And, I don't see any way to delete a "page" from a topic.

Does anyone know what I'm missing here?
