Page not displaying when I build

I have 3 pages before the Table of contents. I put 2 pages in one page layout (Title). The third page is in its own page layout. The title displays when I build to PDF. The third page will not display.

Cover.htm is attached to Cover.flpgl and has the first 2 pages. I have it set to Title in the ToC properties. They display when built.
My third page is Warning Page.htm; It is attached to Warning Page.flpgl in the ToC properties. It will not display.

If I remove cover.htm from the ToC, then the Warning Page.htm will display.

You might need to add a chapter break in your TOC on the warning page? Give it a go and see if that sorts it. The word "Chapter" isn't quite what you'd think it is in Flare...
