Don't want heading in TOC but have to apply heading level

In order for a cross-reference to work (i.e. not have See "" on page 2 show up in the output) I had to put a heading level on it in the stylesheet. Now, though, those headings show up in the TOC, and I don't want them to. How can I make this heading appear in the cross reference in the output but not in the TOC?

Can you link your cross reference to a bookmark on a page instead of a heading? That way the bookmark will be collected by the cross reference and no extra TOC headings. I do that when I want a link to point to something further down a page than the very top.
