If I create a second frame of any non-body type on a page layout, I cannot get any content to show up in that frame. I get an arrow showing the flow from say Header Frame 1 to Header Frame 2, but if I put content in Header Frame 2, regardless of frame size and position, it stays blank. If I put so much text in Header Frame 1 that that it is truncated, I expected the flow arrow to indicate that the text would continue in Header Frame 2, but no, still blank.
So what is the point of being able to create additional frames, and what does the flow arrow do?
Has anyone else seen this, or know of a workaround?
Note that this works fine for a body frame.

This is a known issue. I commented on this way back during beta, so MadCap is aware of it. However, they tend to place higher priority on items that are repeatedly reported, so if this is important to you, please log a bug:
