"Circular dependency" error when trying to build

I have a document that generates this error message when I start the Build process (for a PDF target): "Internal error: found circular dependency from Requirements.fltoc to Requirements.fltoc." (Requirements is just one of the TOCs in this project.) After the error message displays, the build progress stops, Flare freezes, and I have to close out using the Task Manager.
Any ideas what is causing this? What is a circular dependency?

Check in the TOC to see if one of the entries is calling itself.
