Is there a way to add a background image to the frame (the area behind the accordian content, such as Index entries) in a custom skin? I could do this in RoboHelp, but haven't been able to locate a property in the skin styles that would allow me to do this in Flare.

I'm going to say no. I think I tried that once before with the toolbar bkg, and the background color overrode the image. That was with hacking the skin output file. I didn't spend that much time with it, though, so if you're comfortable with modifying HTML and/or Javascript, then you can try doing it as an after-build modification to the appropriate file.
You should submit a feature request, though, asking for the ability to specify a background image for the skin elements (accordion tabs, toolbar, etc.). Submit the feature request at http://www.madcapsoftware.com/bugs/submit.aspx.

You can't set a background image in the skin editor, but you could do this by modifying the output files. Now, it's a bit of a hassle, but it is possible if you need to do it.
When you build a project, Flare generates some images for the background of the skin, based on your settings for the colours/gradients in the skin editor.
If you make your own skin, look in the output folders for the folder Data\YourSkinName. You'll notice some files there that are used for the skin backgrounds, e.g. ToolbarBackground, TocAccordionBackground.jpg, SearchAccordionBackground.jpg, etc. The accordion backgrounds also have an 'over' version of the background for the mouse hover/select.
You can replace these with your own images to get the effect that you want. However, bear in mind they'll be overwritten when you rebuild the project, so you'll have to replace them after each build.
