Is there a way to export the TOC tree to an Excel/txt file?

you could open the file in notepad, but you'd just see the XML code.
If you submit your bug feedback request here, the more likely it'll get fixed or included in a future release

If you have Analyzyer (or V4, which includes certain reports without Analyzer) you can create a report that lists all the topics in your TOC.
