After several mails, such as,
- Repair Madcap Flare > does not help
it is solved by :
- Can you try and run Flare as an administrator and see if there is a difference? Yes
- Additionally can you go into the root folder of your project, and from within the Project folder, can you right click on it and view the properties to see if it is read only?

Today I have the same problem with Flare 2021 r3.
The solution that Beaver provide is ok, but it won`t work if You run Flare from project file *.flprj
I change properties of Flare.exe in C:\Program Files\MadCap Software\MadCap Flare 17\Flare.app or whenever You install You version.
Go to EXE properties and enable, on Compatibily tab, option "Run this program as an administrator".

Now it work every time.
Hope that next Windows update won`t change properties.
