I'm using Flare V11.1 and when I try to preview topics in the XML editor, I get an error. I can preview HTML output fine, but when I select to preview with a PDF target that's when I get the error, "This page can't be displayed". This has been going on for several months now and I'm not sure what caused it. I used to be able to preview PDF output.
