auto-generate TOC

I have a TOC with many topics for web apps. Each web app is on a single page/topic. The headings inside the topic are represented in the TOC - but they only link to the top of the topic. This is imported content, and the filename markers from Frame are not recognized.

I tried doing auto-generate on topic properties for one of these topics that appears to have subtopics but whose subtopics only link to the top.

What is meant to happen? I'm thinking this only autogenerates the TOC on build, esp since it says html only.
