I do not understand why it makes sense to create topic templates.
For our team I have make different TOCs for different manual / output types. These TOCs have
- read-only topics like safety instructions.
- non read-only topics which can be specified, like standard task procedures.
But all files are htm/html topics.

This sort of thing is most useful if you're producing hundreds of topics that all have the same structure, for example if describing bits of an API, where you ALWAYS want the same set of headings. Using a template would save you a couple of seconds for each topic so you don't have to type the same headings each time.
On the whole, though, I don't use topic templates because my content is too diverse. I suppose it's something that was easy to provide and may be useful to a small subset of tech authors who use Flare, but most of us won't use it.
