Responsive Layout pane greyed out

Just starting with this feature. New project or existing, new topic or existing, I click in the topic and everything in the RL pane is greyed out. Do I need to enable it somewhere?

It'll be greyed out if you're looking at the topic in
Print Layout - try
Web Layout.

I ran into the same problem, but setting the Layout to Web didn't fix it for me.
The only way I could get this pane to not be grayed out was to use the default medium in the stylesheet.
