I tried it in so many ways, even checking properties of existing ones to see difference.. no dice.
Finally got an idea to drag entire folder from Explorer - it worked!
Still - is there any other way to do that?!?? (Flare v11 - should have new version soon/ish)

There are buttons in the TOC editor toolbar to do this, but they are pretty far out in the toolbar and so if you edit with the TOC beside a topic, you may miss them.
The first creates a new book at the level of the selection, and the second creates one at the top level.
Both buttons create a new topic entry under the book. Why? Because there is really no difference between books and topics except that books have other entries under them (and that an option turns off the display of unlinked books as errors, while unlinked topics are always errors).
