Hello,
I've been asked to create a Help Center for our customers, which will be external, and one for our employees, which will be internal. Some of the content will be shared between users and some will not. Can someone point me in the right directions?

You need to research conditions.
From your description you could create a condition for staff and one for customer.
Create 2 MasterTOCS, one for staff that includes the staff condition and excludes the customer condition; and another for customer that includes customer and excludes staff. Common elements can be left untagged.
