code editor not launching properly

I have a big project, with some code snippets included in topics, running on Windows 10.

Once upon a time (I couldn't say which Flare version, a couple of years ago) I could select "Code Snippet" on the Insert ribbon and have a window launch to help me organise my code snippet.

Now, in MadCap Flare 2022r2, when I select "Code Snippet" on the Insert ribbon a second Flare window with the title "Code Editor" tries to launch, to the extent that I can't do anything else until I explicitly close that window, but never actually presents a code editing interface. This is true whether I try to change an existing code snippet or insert a new one. So I am left switching to text editor and trying to set things up in there.

Any guess what might be hampering the code editor?
