Cross-reference output format problem

Flare 3.1, Frame 7.2
I can't figure out how to get one of our cross-reference formats to output properly. Here is its definition in Frame:
<LI Link text><$paranum[H0 ChapTitle, H0 appendix, ST SecTitle]> "<$paratext[H0 ChapTitle, H0 appendix,ST SecTitle]>"<Default ¶ Font>
There is a variation with page number also.
Flare outputs the cross-reference literally like that. I need it to output it like you'd expect. The problem seems to be with the tags listed between [ and ]. Flare doesn't know what to do with them.
Other formats were easily edited to not output page numbers and to remove char tag references like <L1 Link text>, which also output literally.
