Topic Title in Help Control Link

My understanding has always been that the title for a topic that appeared in a Help Control Link (Concept, Related Topic, etc.) came from the Topic Title field on the Topic Properties tab of the Properties dialog. I found an instance yesterday where the topic title in a Concept Link was pulling from the Label for a TOC entry for the same topic. Is this supposed to happen? Is there a set of circumstances that will cause the info to pull from there and not from the Topic Title?
