Does the Bubble mode come with a dot I can turn on for the end of the thought bubble's tether?
I don't see one, but a dot would help make things more clear sometimes.

You mean something like this?
Its not an option per say, but you can add one.
I used "Oval Mode" to create the circle. Made the background orange and set the transparancy to 77.
Then viewing Object Layers, I moved the circle to the back (below the bubble).

Not quite, but that gives me another idea. How would I make the oval follow the arrow cursor around?
Regarding the original dot I mentioned, I guess I wanted something much smaller and far less transparent.

I would select both the box and the dot, right click on them and choose Group Selected Items.
Then right click on it again and add it to the Palette.
You can then use the set up over and over from the Palette by dragging onto different images.
You can make the circle smaller and less transparent in its properties.
