Only (imperfect) method I've found is to use two different callouts of exactly the same size, put them exactly on top of one another, and drag the tails around. It's not perfect, but it's workable.
Of course, I don't have Capture v5, at least not on my PC here at work, but I don't think Capture 5 is any different vis-a-vis multi-tailed callouts.

Using two bubbles is the only way to have the two tails...
