Hi everyone,
I have three existing projects and now I need to create a fourth one, which will contain some unique topics but which will also need to use topics from the other three projects. This new project will need to have its own CSS and its own targets. The only items it will need to share are topics, and possibly some images.
I have read about the Global Project Linking, but before I try to set that up, I wanted to ask if anyone here has experience with this same type of scenario? How have you handled it? Has the Global Project Linking worked for you? Or did you find another approach?

Yes, I use project imports (GPL) a lot, and they work well.
It's the only method I'd recommend for this scenario.
There are various ways to set up the import, but what I find works well is to apply a condition(s) to any files you want to import, then set up the import to only import files marked with that particular condition(s).
I find this useful because the condition provides a visual reminder in the parent project that the content you're editing is imported and used in other projects.
