XRef errors when importing from Frame

I've just tried importing a FrameMaker book & associated files. During the actual import, I received a gazillion errors for cross-references. The error is:

In hypertext marker (type 'XREF'): Missing link to file 'filename.fm'

The files mentioned are amongst the files being imported. The xrefs build fine in Frame when outputing.

What is the implication of this, and how do I correct it?
With a bit of limited testing, links do work when I generate output from Frare.

I'm using FrameMaker 7.1, Flare 3.1.

I get this in my projects too, the import says there's an error for every single xref in the project, but the imported projects build fine without any problems.

I've no idea what causes this error, but it hasn't caused any problems in any of my projects.
